There is a provision if the school child asks for a condom he gets counseling. He is given the condom and his parents cannot be told.

at first i was mortified but i can see their points. at the end of the day, if the kid is going to have sex, their kids are going to have sex, might as well make sure there aren't any babies.

i agree but that's not the point of the article. the point is that if kids are going to have sex might as well provide them with a condom. a kid is going to have sex if he wants to have sex.
