The main point of the story is don't deal with someone outside the US when using Paypal and/or someone with unconfirmed address. The person may claim he/she is in the US and give you an unconfirmed US address, but if the funds come from outside of the US accounts, it's not guaranteed.

What is not covered under seller protection:
"Significantly Not as Described" chargeback claims
Transactions to non-US buyers
Transactions to US buyers who do not have confirmed addresses
Any transactions in which the seller did not follow the SPP guidelines
