Use isopropyl alcohol as cleaning solvent this time, it won't affect the plastic headlights surface, as they are clear-coated from the factory. Use it locally at the specific area, or visit a car body shop and ask them clean the area with a tissue moistened with pre-paint cleaner (detergent liquid)

OK, the conclusion is that: either a not successful wax/silicone cleaning has been done, or ammonia based cleaners have been used and caused this issue ...I never suggested using this kind of cleaners in any of my instructions. Please this time, read/follow the instructions links in my previous post above.
