Whistling sound from EGR valve ?

Default Whistling sound from EGR valve ?

Hello. in april this year - my turbo died, i replaced it with new one. In that time - i had one more problem, my car did not communicated with Egr valve- so i bought new Wahler brand for 120€ (now i think it was fake). Through summer it was all ok, no weird sounds or anything else. But now, when cold temperature is outside, around 10°C or less, my car makes whistling noise. I thought that my turbo is dying again, but when the car is hot enough - that noise is gone. So early this day i connected ISTA and what i found was my EGR vlave is at 0% when is whistling. When i hit gas pedal, whistling noise stops and egr valve is 10%+ After around half hour its whistling again and EGR is 0% too - this is happening until my car reach +-75°C. Then noise is gone.

So i want ask you - if there is something with communication ECU-EGR or i just need replace EGR valve ? I made video with this issue.
