With all these great pics of modded F10's lately, I've got a little "mod fever" this summer. I don't want to spend too much as I've got a lot of money tied up in my business and upcoming traveling, so around $2K-2.5K will be max.
My choices are:
1. M-Sport front bumper (I've recently got a quote of around $2K-2.5K for all the parts, painting, & install)
2. New wheels
3. Dinan chip (+95hp, +100 lb/ft ! )
Any suggestions?

I'd do the ECU tune first, maybe exhaust as well. That would be right around your budget. Not to mention the boost in performance would be astounding. I wouldn't give a crap what wheels I had if I could gain 95HP that easily, wheels can wait.

The Dinan chip will kill the engine in a couple of years.
20" wheels and tires are useless but makes the car a looker.
2-3 k$ is not much fore anything.
If you have a nice lady invest in her, if not, have a nice holiday.

I vote for the bumper. It'll give it a more agressive look, and the wheels you have aren't that bad. The performance, IMO, is not needed since you already have a 550, unless you plan on racing that thing.

Pete, your F10 is a lease right?
So not sure if a tune is the way to go seeing as how you wouldn't be able to resell that later.
