Angel Eyes

Could someone please clarify the difference in angel eyes between xenon and halogen equipped cars?
Am I right in thinking the following:
1 halogen equipped F10s have headlights as DRLs, and, should you just want the halos on, you have to choose parking lights, which are weak.
2 xenon cars have bright white halos as their DRLs, but they dim when the headlights are on.
Can anyone explain why F10 angel eyes are so dim when the headlights are on? I pass some new 3 series coupes with headlights on and bright angel eyes iluminated, too, which look so smart. Why the difference between the two cars?

My Ride: My ex-ride: EU '08 LCI 520dA. Space Grey, Sport Seats in Black Leather/Fabric Anthracite, Sport Steering Wheel, A/C with Extended Features, Hi-Fi Speakers, Cup Holders, Cruise with Braking function, Folding Rear Seats, Xenons, Park Distance Control.

The Angel Eyes in the F10/11 have common bulbs with the halogen and the Xenon ones LED's.
Therefore the Xenon AE's are so much brighter.
There is this new law in EU that all sold cars in the EU must have Daylight Running Lights.
The law also says that when the headlights are on the DRL must shine only as parking lights (not as bright).
Hope this explains.
PS. One stupid thing about the new EU law is, that the rear lights don't have to be on when the DRL's are on.
Luckily my MY '11 rear lights are on with the DRL's. Therefore I mostly run on "no lights on" mode.
When I'm drivig with the "0" light mode, the instrumental lights are not on either.
When I can't see the speedometer I usually turn the "real" lights on.
