E61- Glass tailgate window won't open

My Ride: 318d EE and 530d Ex Police car

I have a 2007 LCI E61, it is ex police, the rear tailgate window will not open, I suspect that the police have somehow deactivated this as a anti theft measure, but i want it to work, does anyone know why it might not open? I was thinking a fuse may have been removed? If so where would this fuse be located so i can replace it?? If not fuse related how else can it be opened, is there a "manual" release? Thanks!

Have search forum but can't find relating to my issue hence question, please read my issue, nothing to do with heating, wiper etc, can't open glass. If you know of a specific thread then please indicate with a link, otherwise telling people to search is rather unhelpful when they have!

Any other issues with functions of tailgate? If so, maybe wires? If not., new to this but I think the car has to be completely unlocked by dash button or key fob. Seems like I stopped, motor off, remove key, 2 pulls to get out door- glass would not open until I unlocked via key fob. I think!!
