Belgium E61 Lights Bi Xenon question and help needed

My Ride: 2008 520d LCI.
HUD, active lights + high beam assistant, panoramic sunroof, manual gbox, grey leather and navi professional.
It's a nice car with an impressive engine.
I have adaptive xenon headlights, and these inner lights light up when i turn the steering wheel or when the turnsignal is on. This to light up the side of the road you are turning into 
Only in speeds under 50 km/h or so.
I guess that if your lights are not adaptive, these lights to nothing.
