We can bet, of course. I said: HERE, what means Germany! I am not talking about the US!
If you find test cars with the same license plate, the one that had it first is not owned by BMW anymore and sold to somebody outside of Munich or totalled.
Talking about regular license plates! If it's a temporary license plate, they have such and use them on different cars, but once at a time, and can't do that long.
Those M-plates are Munich and regular license plates. They are for the car, and can't be used by another car, unless one of the above reasons apply.

Regular? But we were talking about test cars all along... not regular plates... of course all regular plates are all different.

Test cars in Germany have regular registrations and regular license plates.

All test cars in CA must have an individualized Manufactures or Distributor Plates.

The plates are assigned to the manufacture/Distributor and not to individual cars. You may see the same plate re-used in a later time, but you will NEVER see the same plate used at the SAME time.
