I hope you can find your balance and do the right thing in life. And even with this shit, I think EVERYONE here - including whoever sent that letter to your local PD - will always be here for you, if you need serious help, advice, etc.
In all fairness, all you haters knocking on whoever "ratted", none of you know what people on this forum do for each other and what type of a close-knit community this is. That's why it looked like someone "ratted" someone out and like "it wasn't so bad". You all say this now, but if - God forbid! - an accident claimed several lives because of Vlad's careless driving, you'd all be saying "how come nobody bothered to report him?"- don't we all know you, you "average Joes"? Media shapes your opinions daily, here's your chance to give back.
And now on to what I think about this. Same thing I always thought - and said: I don't want anyone to ever get into any trouble. Especially, a young kid going into the system at a young age. Several members of my family back in Russia were in law enforcement and I know since I was a little child, that the system doesn't always help reform the individual. Therefore, I - however naive this may be - still believe that the only thing that will reform an antisocial juvenile is his/her own will power. And one more thing, Vlad to you: remember, "the bigger the man, the bigger the mistakes; the harder it is to get up when you fall, the stronger you are from it", but it does not automatically mean that big mistakes make you a big man.
