Are Wheel spacers a safety compromise?

I've been running H&R 15mm spacers each side on the front of my last summer set and swapped to the rear for my winter set and you don't notice a difference. Got mine from Trinity.

Keep forgetting to ask you, on your rims, how did you get the ring on? Painted or vinyl sticker? Running back CSL right now bu my wife is nit digging the all black look so thinking of doing the ring and painted brake calipers to break it up a bit.
