Spigot rings are effectively locating rings that should match the wheel centre to the hub centre, ensuring a tight and accurate fit, normally used where a wheel is manufactured with a number of different vehicle installations intended. In the case of the e60 with BMW o/e wheels, the ring is already machined into the hub.
They must be the correct size for both the wheel and the hub, and if not will cause wheel balance issues. If they're needed, never fit the wheels without - it's not enough to rely on the wheel bolt taper to locate the wheels correctly.
