What kind of light is that?

My Ride: 2008 X6 xDrive 3.5
I've seen a couple of Lexus GS at night time and notice that the light for the rear licence plate is so bright and white which looks like xenon light. I don't think that's an aftermarket mod. Any of you know what that is?
