From what I hear they are glued on and are held on by 3 screws from underneath as well. 
BMW provides pre-cut 3M protective film/stickers with each splitter. The stickers are placed on the Mtech bumper first as a protective layer between the splitters and the glue. The glue is applied to the backside of the splitters and then the splitter is placed over the stickers so that the glue adheres to the stickers.
Glue, surface cleaner and application tool is purchased as a kit from BMW separately.
