I believe machined rims are the color of the raw metal used. Silver rims are usually painted silver. Someone corect me if I've mistaken.

I think the finish has less to do with whether a rim is "machined" than how it is made. As I understand it, metal objects, rims included are either cast or machined. As was explained earlier, machined is the object/rim is cut from a block or piece of metal. With a cast object, a mold is made and molten metal is poured into the cast, taking the form of the mold. I am not well versed in which method is better or why it is better, but I would think that a machined rim has lower likelyhood of defects in manufacture, as pouring molten metal into a mold the shape of these rims has the potential for air bubbles etc to cause problems either at the factory if caught early in inspection or later if the rim should fail under stress. The silver is likely a chrome plating which is a seperate process done after the rim is formed. Just my 0.02
