Is this pretty challenging to do?

is it legal to do blue leds instead?

How much would you say it costs to do this?

Challenging - Yes
Blue LEDs - Not legal, but you can do it.
Cost - Less than $50. The LEDs cost 2.39 each. You need about 15-20 just in case any of the LED is bad. Silicone and hot glue.

If you really wanted to get creative, you could get a multi color LED. Wire it up to a switch so you could change the color of the LED's from blue to red or whatever.

That's beautiful. It's a shame I'm not handy with tools to be able to do that without dicking something up. The orange brows are all right, I've learned to live with them, but I think the white one is just incredible. Might have to pay someone to do it for me.

It's not going to work for LCI because of they have different LEDs. Jusdoit tried the Eugene eyebrow mod and was unsuccessful. Maybe someone can find the right LED that will work for LCI.
