IT is the fender as it may be known better like that over there.
the E60,s have slightly less wider fender then the M5s, whicj is slightly more wider and gives the wider impression of the car from the front.
Is needed to get a flush fit with an M5 bumber.

they are all full bumper replacments. However the AC Schnitzer addon lip fully transforms the stock bumper and almost makes it as though you have a full bumper replacment.. Also the Hamann one is quite expensive opposed to the others. It cost anywhere from $1500-$1700 depending on where you buy it. However its def worth the extra money as its a very unique bumper..
