tailpipe problem???

I got my new tailpipe welded on today, only problem is they are vibrating alot when the car is idling, is this normal? never noticed it on the oem one. Also im not really happy with the job, the tailpipes seem to slant to the left, you can see it in the pic, is it possible to remove and reweld it straight without ruining the tailpipe? Thanks.

Just before the pipes are welded, the technician should balance a level across the tailpipes to make sure they are level, otherwise you get this kind of appearance.
I would go back to where they installed this for you and point out the mistake!
