Sway Bar Links (PVC Part)

So I went to a shop who put my car up on a lift and saw that there were these small PVC links that insert into the bracket that holds the sway bar to the link to prevent noise. The mechanic said normally a car 1-2 yrs old they could re-use those but for a 2004 they will likely break and need new ones. True or false? If true, where the hell do you get this little plastic thing?

Yep, I think you're right. That means the mechanic was a friggen idiot and that part isn't even removed when the sway bar is put on or taken off.
