Steering wheel vibration/shaking with spacers?

The stock hubcentric lip on BMWs can stick out by as much as 11mm. This leaves a gap between the spacer and the hub which is the source of vibration. You can read about it here: BMW Wheel Spacers Encyclopedia

So, that is why my car always shake at specific speed. They rotate and balance all 4 tires about every 2 months and still shakes.
How can I get I fix this problem. Do I buy spacers for the front, rear or for each tire and what size.
Please advise I have a 08, 528i.
