Rubbing issue

What are u a tire tech this is what I was told from a lot of members on the forum and Bmw tech told me before I even bought wheels what to get I'm getting my rear wheels switched right now from tire store cause they made a mistake.

according to rolling diameter, it should be 30 and 25 sidewalls for a 20" setup for our non-M e60s. some (including myself) are rolling on 20s with a 35 and 30 sidewall, and that is what we recommend solely for the purpose of a thicker sidewall for better rim protection. solution would be rolling your fenders. on the front, there is also a hard plastic piece that makes rubbing sound like it is metal, and the piece is located between where the bumper meets the fender. you can also try sanding that down as well (I had to do that on my personal e60).

all my fenders are rolled and still rubs...

what does this mean?
plastic piece?"? what part of thing i should sand it down?
