To do it the right way, take a picture of the car in motion from a camera rig or from a chase car.
To do it as an illusion, park your car in a selected environment (road, parking lot), shoot from a side, front-side angle with a wide lens or simply from a distance that gives you more "room" in the front of the car. Use a program like Photoshop CS or Photoshop Elements to add the Blur effect to the image.
