rolling the fender out?? is it good idea?

i recently got a good deal on deal, but
the front wheel is little bit tight.
the offeset is 30 yet i need 35-40..(i drive xi)
do you guys think that rolling the front fender out is good idea to do?
need opition! (sorry for my ignorance
