For truly terrible haze- you can also wet sand (1000, 2000 and 3000) and then clear coat. Several very light coats will create a nice glossy layer that will hide most imperfectiosn and allow the light to safely get through and it looks like new. Haven't done this on an e60 but have on several other cars and it works nicely. Don't do this unless you can paint well!

Ok..I had the headlights professionally buffed. It turned out much better, but not a clear as original. Would it be worth re-sanding (this time with soap water) the headlight housing? Previously, there was no liquid applied while sanding.

Dude... then you never did it right in the first place.
The steps are wet sand with soapy water, then buff out with rotoring tool.
As far as I know, just sanding it is too harsh for the surface. Hope you didn't damage it.

I got the 3M Headlight Lens Restoration System at the BMW dealership and went by the instructions. This system had a wet sand stage, but it was not with sand grade 1000 or 2000. This system is an overkill for the age of our cars and knowing what I know about it now, I would have never used this system on them. Others reported wet sanding with 1000 & 2000 and then buff the heck out of em; I'm gonna try that.
