I would like to replace the headlight housing due to dull finish. There is nothing broken with the lights.
Do I have to replace the entire adaptive lights inside as well?
What are the options of installing the updated headlights?

I did and it is not clear as before. I was using my drill for the buffer. Perhaps I need to get a real buffer with the higher RPMs.
Also, there are 2 round oval rings (where it looks like the washer jets spray) that will not sand off. It's like I've sanded through a layer of some sort and the spots get bigger and bigger.
I guess I could have a body shop buff the heck out of em.

Attached is a pic. You can see that in general the lens is fuzzy. Also, those rings are within the highlighted blue circle areas.
It may help to wet sand and then buff out again, although I'll probably need to get a real buffer.

you didn't do the last step long enough, or you applied too much pressure in one spot is what probably occurred. If I was you, I would buy a new kit, use the thick yellow pad and their polish and see if that works? Hey it's better than spending the couple hundred dollars (at very least) for new headlights.
either way, good luck

Well, I didn't even buy a kit to do this.
What I used was 1800 and 2000 sand paper to wet sand using soapy water, and then buff it using Turtlewax Polisher with a rotoring tool and cleaned it up.
The haze does look like you didn't buff it out right (or wrong tool).
