With the light switch at off, turned on the car and...flashing strobing.

However, with the switch at auto, the rings light up immediately and there is no strobing. I guess I could live with that. :'(

yes I also noticed strobing on start up just for a few seconds . No harm really, kinda cool. noone else has that function just need some glow sticks and you got yourself a rave
