Northern England, anyone can do shadowline conversion?

I'm spreading my search a bit wider than just the North-East for this request. I'd be willing to drive further to get this done.
I've seen those adhesive black vinyl rolls for sale on ebay-US, but I'm sure I'd make a mess of it myself (particularly the curves and end points).
Anyone any good at doing this?
Or has anyone got a good process for painting over the chrome that doesn't fall apart and flake off?
