Sounds plausable as its based on the golf ball thing and the dimples do infact make the ball spin faster and go further by reducing air friction and drag, but do you really want vinyl with holes in it all over your e60?? 
but as subarashi said i doubt it would really improve your 0-60 time or increase BHP
