Not new anymore. There's a few individuals running 11.5 for awhile already. More important is the offset and stretched tire sizing though.

On a side note, does your car drive slower and/or also use more gas?

I don't think it will drive slower but definitely at a stop light, it will take off bit slower. Wouldn't the speedometer be off a bit when running with 21"?
