I would suggest wheels first

wheels on this car still look good without lips or kits

lips or kits without wheels always look funny with stock wheels

Any mod you do should be a mod that can stand on its own without another mod to help complete it.

Kits with stock wheels never can do that.

Go for the kit. If I may suggest the M5 Kit ( instead of the m-tech kit) is also nice.

I'd go M-Tech first. The 124's look OK with the M-Tech, because they're 18's.
If anybody makes remarks about the wheels, you just claim them to be your winter set-up

Since you have the 124 sport wheels already it might not be that big of deal, but if you had like 17" wheels or smaller, it would look stupid with the M-tech w/o a good set of wheels.

Rims always before ground effects.....IMO.
