Lean mixture gives better perf than rich ?

So spurred from another thread on some performance O2 sensor that tricks the ECU into thinking more O2 is coming in than really is and makes car deliver more fuel into the mix and basically richens up the mixture is supposed to increase performance-doesnt a lean mixture perform better-obviously you want neither but if you had to pick one for short term performance am I wrong or doesnt a lean mixture boost performance
maybe I am getting mixed up-or is it a rich mixture will boost performance-I thought the extra fuel left unburned in a rich mixture hinders performance by screwing up how fast the fuel can actually burn-so it increases time needed to burn the fuel since not enough o2 is around.
Damn I am confused-which is which people!
