Yes, it's pre-oiled. Just rip and drop.
Again, don't expect anything in term of performance except for a little more growl under low RPM (<2K). You may waste a lil more gas by stepping on the gas little harder to hear that growl...no increase in acceleration either.
I don't think it's worth it because you have to clean/oil atleast yearly and it's not something you can do in few hours. It takes atleast overnight to dry after a wash and a few more hours after you oiled to let it air dry out so you won't damage your MAF sensor. Count on not using the car for like 2 days. So I ended up buying 2 K&N filters for my old 330Ci, which totaled up 4-5 OEM filters. All of this with the risk of damaging your MAF sensor for a little more rumble. It's your decision.
