inpa K+CAN usb question

so i bought a K+CAN interface from
www.professional-diagnostic-tool.com (cant say id reccommend the website but the price was the cheapest i could find)
and im trying to install it but when i plug the usb device into my laptop nothing happens,
my question is simple if you have done this before:
are these devices REQUIRED to be plugged into the car as well as a usb port for a computer to identify them? or are my concerns correct and i have a bum device? I would like to just plug it into my car but Im out of town for a week and using this setup as a time killer
essentially? should this usb device be recognized witholut having one end plugged into the car?

My Ride: Bmw 530d 2004
No it's just a cable and the computer doesn't recognize it when not plugged in a car. Even when connected to a car, the computer doesn't start to do anything, you have to use INPA to determine if the device is connected to the car. No drivers etc. required for the cable.
