That was member Vegastrashed's car and he sold it to SonicMS who added the ACS front splitters and swapped the wheels for those 5 spokes you see there. However, the car has just been parted out.

Its an HDR picture. High Dynamic Range. The method to make it is by combine three shots of the photo and tuning and adjusting and you'll have your HDR picture.
Look it up on Google and you'll see a whole bunch of HDR stuff.
