$25 shipped? lol. wow. It costs much more to make them. My kits are all digital, no cancellors needed, so simple plug and play. Just becareful that the $25 ones does not have vo0ltage surge protection along with A LOT of other protection gone. Test it on a beater car and not ur BMW. I had a customer bought cheap kits on ebay 
and the ballast ended up melting his bumper. Yeah...a brand new 7 series too. LOL

OF COURSE! LOL. $25? Metal and parts cost more than $25. Unless it came off a truck. These little boxes pushed out 24000 volts!! It's amazing how much voltage one little box can push out. Technology these days. I wonder what's the next big step BEYOND HIDs.
