Recently bought a 2009 535xi (e61). The previous owner said it had a "downpipe" installed. When I put the car on a lift, I saw these welds on the cats. Looks like they just opened the original cats and gutted them? Lol
Does anyone know of a quality high-flow cat on the market to replace these (which currently aren't doing anything)? Part number reads 7589585
Those are not the primary cats. I think they are resonators? The cats are located further up in the exhaust system, right after the turbos. They should be between the two oxygen sensors on each bank.

When you say the previous owner installed downpipes, these are the cats he would have replaced, Those are the parts you should inspect to confirm that the catalytic components have been removed. See this Pelican Parts writeup for reference.
