I think they are 3M backed or you can use silicon or someother adhesive for a more permanent solution.
The hood as far as i can tell is either painted, vynil wrapped (I have already ordered vinyl in Matte Black, jus waiting for it to arrive so I can make my hood look like this) or its a CF hood but with the sides painted.

Agreed, Seibon has a really nice CF stuff. Those are definitely theirs. They do look good though.
