AFAIK it is a cover that is supposed to be attached to the two ISOFIX lugs in the rear seat, in order to protect the leather from being damaged by a child seat attached using the ISOFIX system.

You can leave the bar in place as it's sculpted to the shape of the seat...
You can see the mat underneath the seat further protecting the leather
