Experience Regarding 2 & 3 Piece Wheel Repair

I've just been toying with different wheel options and want to get some additional insight from any members familiar with the process, so here are a few questions:
1. Which would be a better option: painting or powdercoating chrome wheel lips to a different color?
2. Which would be more difficult to rechrome? painted or powdercoated? (lips only)
3. Can any style of wheel rivet be interchanged? ie there are some rivets that need either male or female torq bits to remove (hopefully I'm explaining this portion correctly) BBS 2 piece wheel rivets require a female drill bit to remove the rivets while Radenergie R10 rivets require male bits.

4. Any good suggestions to do this type of work in socal?
5. The set of wheels currently has protruding wheel rivets and I want to swap them out to ones like the Radenergie R10s which are flat and more flush with the wheel face. Is this possible?
