I am sure you can. I have seen it done on a Nissan SUV. The DVD slot would not allow you to watch TV but as soon as the tuner was in stalled they were good to go.

They connected a TV tuner between the DVD player and the screen and was able to view DVD's on their car. I do not know the name brand of the tuner.
Plus if there was a company or someone that could view and manipulate the BMW software they may be able to tweak it.

I don't think the current BMW computer has an MPEG-2 decoder solution in hardware. Doing it in Software is not practical due to performance on the processor (e.g. DVD decoding would take precedence over other threads)

According to BMW.co.uk the only extra feature you have to get in order to have the TV function is the advanced airconditioning system.

Hope this helps.
