This IS available at any BMW dealer as I have one in sitting my garage and anyone is free to purchase a pair. The part no. is no secret either.
Now, maybe the guy likes to fit it with the link you posted above.

Besides the group buy on this site a month or so back, the only other places I have seen that sell the new LCI lights would be Ebay or Umnitza. They are a little pricey though. And of course you can get them at your BMW dealer parts department.
