Cost for dealer to update software?

How much should it cost for the dealer to update my software to recognize the cdc? My car is pre-wired for the cdc, and I plan on installing the dension gateway 500; I'm under the impression that all I need is a software update.
I just spoke with a service advisor who told me that they cannot update the software to recognize the cdc unless the cdc is installed? Is this true?
