Cheapest place to get Dupont or PPG Alpine white paint and clear coat?

Hey guys.
I am going to get an M-tech front bumper(possibly the whole kit) and have my buddy paint it for me. I just need to find the paint.
I was quoted over 600 bucks locally for 1/2 gallon of base, the clear and the adhering agent. Paint is not cheap these days.
Where's the best place to get it?

Just FYI. PPG and Dupont most painters are going to be using Water Based paints due to regulation in California and OSHA soon from what I'm hearing. If theres a Caliber Collision Centers their in Fresno they do a very exceptional job and they have warranty until you get rid of your car and it's waterbased.
