When you stop cleaning them it actually doesn't bother you after awhile. So yes, it does get better in time.

I'm fairly vain, but my Lord.

Just wipe them down every now and then.

For $88 you can replace your pads (2005 530i only) with EBC Greenstuff:

EBC Greenstuff Replacement Pads (front - DP21493) Front pair $49.00? $49.00? http://www.perfectbrakes.com/

EBC Greenstuff Replacement Pads (rear - DP21494) Rear pair $39.00? $39.00? http://www.perfectbrakes.com/

Here's the email I received from Joe at perfectbrakes.com:

Have you ever tried to get between the spokes on a 116 wheel to clean it? V. difficult!

Now that I've had my car for over 1 year now and have been paying attention to the dust, I've noticed the dirty wheels on other BMWs as well -- X5s, even older 3 series. Funny thing is I never notice it on any other makes. I believe it has gotten better compared to when it was brand new, but like the other poster said, it is a small price to pay for the superior BMW stopping power.
