The poster above summed up my situation perfectly:
Can you tell me where you bought them and part number? The BMW dealership confirmed the radio problem is due to the angel eyes I have installed...$100 down the drain
"We will have a fix for the FM available at the end of next week, you just need to slip a ferrite choke over the positive wire. Its a simple fix. A few e60 guys had this problem, because BMW did not properly insulate the antenna on some cars. "

The lights I have are just old, poor quality, and probably an old version of LED that caused this problem for whatever reason. I'm going to go ahead and buy the AngeliBright brand V3 and try it. If I have no issues, then I'll know for sure it was these new lights I got.

Anyways, here is the apparent solution:

Hmmm. I hear that V3 AiB's do not cause the issue and the company did note that V1 and V2 were known to have the FM static problem.

a ferrite choke is a a device that goes over wiring to cut down RFI radiofrequency interference if something isn't properly shielded such as the BMW wiring for the AE lights.

Well, what it seems to me is the 2004 model had regular incandescent Angel Eyes that did not product any sort of RFI but my Xenon headlights ARE shielded since they cause no problem at all. So, after I installed the aftermarket bulbs the problem started. I will try this. Thanks!

the choke passes the DC current without resistance but it will block AC current which normally causes static. hence you get rid of static and a clean signal going back out to the vehicle.
