You said that you replaced solenoids. Stupid question, but do they have fluid in them? Perhaps this is why 7L of fluid was not enough.

 

That can't be the case. I had my VB remaned with all new solenoids and it took just above 6.5L after it was put together.

 

Topped it off with another liter of filtered used fluid this weekend. It's back on the ground, I'll get it out for a drive this week sometime.
