My Ride: no work done yet, just go the car a week ago but looking to do some work soon
My sister has ran into a problem this week, her xenon headlight stopped working, and in the computer it said that the light bulb need to be changed. So i took a look at the car and noticed that when i she turns the car on the light flickers and seems like it wants to go on and there's some color coming out but it cant get enought power to it. So today i took her car for a drive and noticed that the light was on and working for a little but after i turned it off and put it on it wasnt working anymore.. What can be the problem? Should i change the bulb, or is it the bal? or somethign else

Sounds more like a ballast problem. Definitely not a blown bulb or you wouldn't get any
light out of it whatsoever. Then again anything is possible!

does it have to be an oem ballast or can i use anyone, plus where can i get one
If it is indeed the ballast that needs replaced, you can buy an OEM one on Ebay for about $150.

i ran into that problem with the fog lights i purchased from elite motorsports. It is the ballasts. After i replaced the ballast it was fine.

My Ride: A Car
may not be a ballast problem. it can be a bad ground on the bulb. I experienced it on my CLK55 amg before. take the bulb out first and see if it's a bad bulb (eg: burnt or melted connection on bulb). If the bulb looks bad or u feel it's bad, then swap the other bulb in the other headlight and see if it flickers. If it doesnt flicker, its the bulb. If it still flickers, it's most likely the ballast. What car is it anyway? e60?
