an english supplier hids4u.co.uk sells various retro kits which only take a short time to fit.
I'm going to first try a bulb upgrade to a high performance phillips bulb to see if it does the job.
Phillips also do a non eu approved regular voltage bulb called diamond bright which is claimed to give near xenon output (4000k) from a regular voltage bulb so the wont melt your lenses.
I upgraded my previous e39 bulbs (well known for poor lighting levels) and the improvement was very good.

i havent even concidered xenon fogs before but it turns out that someone does a "legal" DOT approved (Complies with SAE J582) xenon fog kit but it is an aftermarket generic kit and not retro to to e60.
