This is the correct way to do it! I have had noisy wipers for so many years, and just ignored it since it barely rains in Socal.
I tried the bending of the arm method, but decided that it was a bad idea. I'm sure if you rotate too hard then you could do some damage to the riveted pivots. Then I gave up on this, and now that it's raining I looked up the solution, and found this thread again.
Loosened both bolts and moved the arms to each extreme. Once I figured out which extreme was quieter (for each arm), I then adjusted in one click at a time from there until they were silent. (It works like the tilting adjustment on a bicycle seat for those of you that are familiar)

I still have the original wipers on my car and they are silent and smooth again. Thanks!

I think what happened was that when it got cold the mount slide one notch over and the chattering started, then I must have tried wiping snow or ice and it moved it a notch or two which really made the problem bad. I tell my gf never to use the wipers to wipe snow or ice, I need to listen to my own advice. Anyways hope that helps some people, let me know if that does not make sense.

My 1yr old wiper blades started chattering after applying rainx to the windshield. I fixed the problem by using a clay bar to thoroughly clean the windshield, just like I use the clay bar to clean the paint. Worked like a champ.

Also, I agree with cleaning the wiper blade edge with alcohol.
