While the dealer fixed my cup holder, they did a CIP upgrade for me, but the Service Advisor was not sure what version they did put into my car . Anyway, I just notice no matter how hard / how long I drove the car, the white stripes in the tachometer won't retract completly. It used to disappear completly after driving for 5-10 minutes, but now, the 3 last stripes will stay here no matter how long, how hot the outside temperature is.
Anyone has the same problem?

I never understood why a few bars would still remain even with an engine that has reached the temperature of optimal performance. For what it's worth, my gauge always has four bars showing.

Yes -- 4 bars will always remain -- it's kind of like the "yellow" line before the red line.

So after the engine has been warmed up, is it safe to rev into the 4 bars?
Also, I wouldn't call revving the motor to those levels "safe". Just keep in mind that you're increasing the rate at which the components wear-n-tear the faster the motor turns. Frequent redlining, obviously, is a quicker way to shorten the lifespan of an engine.

I've noticed that my car will quickly drop into the typical 4 bars within approximately 3 minutes of driving, after a cold start in the morning. Even so, I still would not rev the motor near redline that soon.

Oh, ok. So it is perfectly normal.
But I did ask a few others 523i owners, but they did have the stripes retracted completely.
Anyway, thanks for all the information.
